So ....... Would you know if the PICTURE I upload part of the 25 GB Bandwidth (good for new forums with light traffic)

if so, I've seen (vBulletin) that has you upload from a remote HTTP location: thus it pulls the picture from the remote HTTP location.
Can the software be made to only pull from a remote HTTP location.
